Najibullah Nor Isak
Najibullah Nor Isak is an economist specialising in tax, revenue mobilisation, and fiscal policy. He worked for more than a decade for the Government of Somalia in modernising tax policy, revenue administration, and improving fiscal governance. Mr. Najibullah’s experience includes a secondment at the World Bank, where he contributed to country program evaluations and studied the effectiveness of the Bank’s projects in several countries. He also worked as a researcher at the International Center for Tax and Development, based at the Institute of Development Studies in the UK. Mr. Isak obtained a Master’s Degree in Public Finance from the National Graduate Institute for Policy Studies in Japan and a Bachelor of Science in Economics from SIMAD University in Somalia. Moreover, he completed two executive education programs: one at Harvard Kennedy School in the USA and another at the African Development Institute, which is based at the African Development Bank in Côte d’Ivoire. He has research interests in taxation, revenue mobilisation, political economy, and the economics of public sector financing.
