Ali Adan Hassan

is a seasoned specialist in governance, development, policy, and program management with over seven years of experience in public sector governance, institutional reforms, and humanitarian response. He currently provides technical and operational guidance for the multi-million-dollar World Bank-funded Recurrent Cost and Reform Financing (RCRF) project at the Somali Ministry of Finance. As the lead of the project’s citizen engagement and feedback component, Ali drives initiatives that empower citizens to participate in decision-making, strengthen governance structures, enhance service delivery, and promote transparency and accountability. His role also involves rigorous monitoring of fiscal reporting, budget transparency, and eligibility criteria for system strengthening in health and education, as well as overseeing performance-based conditions at federal and state levels, including wage bill management, civil service reforms, revenue mobilization, and improved governance and service delivery. Previously, Ali served as Emergency Team Leader with the Danish Refugee Council, where he managed a multi-sector emergency portfolio funded by various donors. He led the planning, implementation, monitoring, and evaluation of life-saving interventions in cash assistance, protection, shelter, WASH, food security, and livelihoods, helping vulnerable communities transition from emergency aid to sustainable recovery. He has extensive experience managing donor-funded projects, including multilateral trust funds, and projects by the UN, EU, and World Bank. He possesses a deep understanding of governance, development and socioeconomic challenges in fragile and conflict-affected environments. Ali holds an MA in Peace, Governance, and Development from the United Nations University for Peace and a BA in Public Administration from Mogadishu University. He also participated the 2024 Summer University on Federalism, Decentralization and Conflict Resolution at the Institute of Federalism in Switzerland, enriching his expertise in governance and public sector reform in multi-level states.
